He was off duty when arrested.'"Staff at the DoubleTree told Miami-Dade police that they discovered Spillman on the sixth floor, performing the act with "his pants lowered."Spillman has been booked on a charge of misdemeanor indecent exposure, according to online court records reviewed by Raw Story.This incident is not the first time this year that the Secret Service has found itself embarrassed by alleged misconduct.Last month, ABC News reported that a Secret Service trainee at the Federal Law Enforcement Training Center in Glynco, Georgia, was accused of secretly filming "his suitemate's every move with a spy camera hidden in a phone charger," leading to his arrest on felony eavesdropping charges.
