A lieutenant responding to a call at the Prairieland detention center, a nearby ICE facility, had been shot. Zapata was one of the first officers to respond to the scene, where another officer told him that the suspects had fled along Tanglewood. Moving slowly in his cruiser underneath a light rain, Zapata used the spotlight on his police cruiser to search for what he assumed the suspect looked like – someone dressed in all black, running with a rifle.
