Chuck Edwards (R-N.C.) dropped his re-election bid early Wednesday after the House Ethics Committee concluded he violated House rules over sexual harassment and creating a hostile work environment, and recommended his censure. The findings follow Axios' reporting that Edwards singled out two young female staffers in their 20s for special attention that multiple sources described as inappropriate.Why it matters: Pressure has been mounting on Edwards to step aside since the Ethics Committee released its report Monday, amid mounting concerns that Democrats could flip his seat in November. "After much prayer and reflection, I've decided to withdraw from my re-election campaign. I will complete my current term," Edwards wrote in a 3:32 a.m. ET post on X. The ethics panel's findings corroborated several incidents first reported by Axios, including handwritten correspondence, personal gifts, drinking outings, and casino trips, and cited them as supporting evidence for its findings.Driving the news: Ethics found that Edwards violated House rules by "failing to adhere to the spirit of rules prohibiting sexual harassment of and unwanted advances to House staffers."Edwards has consistently denied wrongdoing.In a 15-page rebuttal to the Ethics report, Edwards' attorneys called the committee's conclusions "unfounded."Between the lines: Democratic challenger Jamie Ager has significantly outraised Edwards, and a censure on Edwards' record would have further complicated his reelection prospects.Sabato's Crystal Ball shifted Edwards' reelection race in North Carolina's 11th District from "lean Republican" to "toss-up" last Thursday.Zoom in: The House had been expected to vote on censuring Edwards after returning from the August recess, with Republicans indicating this week that the effort would likely succeed.Rep. Anna Paulina Luna (R-Fla.) told Axios on Monday that she would vote to censure Edwards. "Sexual harassment is completely unacceptable," Luna said.A House GOP leadership aide told Axios before he announced his resignation they "don't see a path" where Edwards avoids censure.The House Democratic Women's caucus called on Edwards to resign Monday, arguing that censure "has no real consequences," Axios first reported.Behind the scenes: House Republican leadership urged Edwards to drop his reelection bid following the Ethics report, two sources told Axios. When asked if Edwards should drop out Tuesday night, Speaker Mike Johnson (R-La.) told Politico, "He's got to make a big decision, and I hope he does the right thing for him and his family."Republicans still expect that Edwards will be censured when the House returns from the August recess. What's next: The Executive Committee of North Carolina's 11th District will meet Monday at 6:30 pm at the Buncombe County Headquarters to choose a replacement nominee, according to an email obtained by Axios sent from North Carolina's 11th Congressional District Chair Merry Guy. District and county officers, appointed officials, committee members and additional members elected at the convention will all vote on the replacement. State Sens. Tim Moffitt and Kevin Corbin, and state Rep. Jennifer Balkcom are all being discussed as possible candidates, according two sources familiar with the process.
